Content Note

The executive clemency files included in this series relate to petitions to the governor for pardon, commutation of sentence, medical commutation of sentence, remission of fine (rare), and waiver of the rule requiring that one year of a sentence be served before application for clemency. The files normally contain: memoranda giving a recommendation from the Board of Pardons; a copy of the application for clemency (primarily 1974-1977); the recommendation of the Counsel's Office, specifically produced by the Assistant Counsel to the Governor who included Robert Raymar (1974), Michael Critchley (1974), John J. Degnan (1974-76), August T. Lembo (1976-77), Zulima V. Farber (1978-80), Peter Herzberg (1981), and Donald Linky (1981); a copy of the pardon or commutation if granted; a copy of the letter denying the clemency if denied; and related correspondence.

NOTE: Pursuant to Governor Byrne's access guidelines dated 26 April 1982, these records were opened to the general public in January 1990.
