As early as 1852, railroad companies in New Jersey were required to file with the state annual reports showing the value of stock "paid in," income and expenditures, operating and construction costs, etc. (Laws of 1852, chap. 90). An 1873 supplement to this law provided for the filing of annual reports with the Comptroller of the Treasury, who was directed in turn to present printed copies to the legislature (Laws of 1873, chap. 491). A later amendment in 1910 allowed the Comptroller to designate portions of the reports to be printed for the legislature as appropriate (Laws of 1910, chap. 275).

The published annual reports contained in this series date from the period following the 1910 legislation, with the exception of a few items from earlier years. It is not known whether this series was once the Comptroller's record copy of railroad company annual reports. Items from the late 1930s are stamped as having been received by the Tax Department, Engineering Division; the collection may have been maintained originally for reference by one of the Engineering Division's predecessor agencies.
