DARM Launches Enhanced Website

The Division of Archives & Records Management is pleased to announce the launching of its new and improved website. DARM has built upon its website's existing infrastructure to increase access to information regarding the New Jersey State Archives and records management, micrographics, and records storage policy and procedures for state and local agencies.

Revolutions in Archives

The New Jersey State Archives and Princeton University Libraries are co-host to the Spring 2003 Mid-Atlantic Regional Archives Conference (MARAC) to be held at the Lafayette Yard Marriott Conference Hotel in Trenton, New Jersey, April 24th - 26th

"Trenton is renowned as the site of the “Turning Point of the American Revolution”—the victorious attack of George Washington’s Continental Army on a Hessian garrison on December 26, 1776. But the rich history of New Jersey’s capital city spans nearly three and a quarter centuries. Fifteen years after New Jersey became a British proprietary colony in 1664, Mahlon Stacy and other Quakers established a permanent settlement at “The Falls of the Delaware”—the head of navigation on the river, near the mouth of the Assunpink Creek. The town’s namesake, William Trent, built a large country estate at the Falls about 1719, and soon after began referring to the settlement as “Trent’s Town,” which eventually morphed into “Trenton.”

Owing to its geographical location and plentiful natural resources in the region, including an ample water supply, Trenton became a manufacturing town early in its history, even before the Industrial Revolution. The city remained an industrial powerhouse for three centuries. Production of steel, wire rope, porcelain and pottery, rubber products—and yes—even automobiles, aircraft, and parachutes, earned the city its popular slogan, “Trenton Makes, the World Takes.”

New Jersey vigorously promoted Trenton as a site for the federal capital in the 1780s, ultimately losing the stakes to a swamp on the Potomac. However, Trenton did become the permanent seat of New Jersey’s new state government in 1790, succeeding twin colonial capitals Burlington and Perth Amboy, which were vestiges of an early split of the colony into western and eastern divisions. New Jersey’s State House, first constructed in 1791-92 and greatly enlarged over two centuries, is the second-oldest state capitol building in continuous use in the nation.

As befitting Trenton’s history, the Program Committee has organized a set of twenty-one sessions centering on the theme Revolutions in Archives. Whatever the size or nature of our organizations, we all contend with the challenges, chances, and changes inherent in the global and cultural conversions to digitally inputted, edited, transmitted, and displayed information. We all face new opportunities and challenges in documenting recent events, processing public papers, staffing our archives, and educating our young and our publics on history and the need to preserve it. We all hold in our collections the documents demonstrating change over time – sometimes revolutionary, sometimes evolutionary – in politics, race, gender, sports, science, housing, religion, and photography. In Trenton, you can look forward to stimulating sessions on the changes in the big archival picture and the devils in the digital and historical details." (excerpted from Spring 2003 MARAC Program)

Public Records Image Processing Systems Approved (May 15, 2003)

The State Records Committee (SRC) approved two new Public Records Image Processing Systems as per PL1994, C140. The Brick Township Municipal Utilities Authority was granted a certification (#03051501-NM) for the imaging of public records authority-wide. The State of New Jersey, Department of Treasury, Office of Management& Budget's Cash Accounting Unit has been granted a second certification (#03051502-NM) for the imaging of cancelled checks. The State Records Committee (SRC) approved two new Public Records Image Processing Systems as per PL1994, C140. The New Jersey Health Care Facilities Financing Authority was granted a certification (#03061901-NM) for the imaging of financial records. The Sussex County Clerk's Office has been granted a certification (#03061902-MF) for the imaging of land records. New Jersey Newspapers on Microfilm Revised and Expanded Access

The New Jersey State Archives (NJSA) has updated and revised its list of its holdings of New Jersey Newspapers on Microfilm. NJSA has acquired, through in-house production and donation, over 8,000 master negative reels of nearly 600 New Jersey newspapers on microfilm. The list has been arranged alphabetically on a county by county basis and is reviewable at:

Browsable New Jersey State Archives Now Online!

It is with great pleasure that we announce the posting of the New Jersey State Archives’ (NJSA) online browsable catalog! With over 200 brand new webpages, this expansion of the site represents a milestone in terms of public access to the 27,000 cubic feet and 25,000 reels of historical and genealogical treasure held by the Archives. It is a milestone, in fact, comparable to the major collection management efforts associated with the relocation of the State Archives to its new facility in 2000. The browsable catalog is accessible from the Division of Archives & Records Management Home Page www.njarchives.org, NJSA’s Homepage www.njarchives.org/links/archives.html, and directly from the following link: www.njarchives.org/links/catalog.html

From the Catalog Main Page, you may select any number of pathways to find series-level listings relating to numerous topics, holdings for specific state agencies and counties, and so on. The listings also provide contact information and links for more recent records still held by the agency or by local government.

These 200+ pages provide the researching public with powerful new tools to enhance remote use of the State Archives collections and allow for considerable research planning in advance of a visit to Trenton. Moreover, the series-level catalog provides us with a framework onto which the Archives can, and will, soon link finding aids and guides, box- and reel-contents data, imaged collections, searchable databases (including key-word searching of the catalog), and so on.

DARM Rule Changes: Proposed Changes To New Jersey Administrative Code Title 15 Chapter 3 (PRN 2003-3) Published in June 2, 2003 New Jersey Register

The Division of Archives & Records Management (DARM) through the Office of Administrative Law (OAL) has submitted its proposed changes to the New Jersey Administrative Code Title 15 Chapter 3. This includes the repeal of Subchapters 1,2, & 3 and adoption of new rules, as well as, the re-adoption of Subchapters 4, 5, & 6 with minor revisions. The new subchapters are:

  • Subchapter 1, General Provisions. This subchapter of the proposed rules, contain the set of definitions previously established under Subchapter 1, General Provisions of the expired rules of DARM along with a number of additional definitions for clarification of terms and phrases used in NJAC 15:3, and consolidates and recodifies general provisions concerning the responsibilities of state and local government agencies for the management of public records, including correction and revision of records, examination and transfer of records, and implementation of the public records programs of the State previously included in Subchapters 2 & 3 (State & Local Records Manuals) of the expired rules.
  • Subchapter 2, Records Retention. This subchapter consolidates and recodifies the rules and regulations which apply to the public records of all State and local government agencies in the State of New Jersey previously contained in two separate and almost identical sets of provisions in Subchapter 2, State Records Manual and Subchapter 3, Local Records Manual including rules and regulations for records retention procedures, destruction of public records, audit requirements, storage of records in the State Records Center, and transfer of records to the State Archives. In addition, the new subchapter promulgates procedures established by the State Records Committee for transfer of records of extinct government agencies.
  • Subchapter 3. Standards for Microfilming of Public Records. This subchapter consolidates into one standard the two previously separate but nearly identical sets of standards for microfilming of public records by State agencies and local government agencies formerly contained in Subchapter 2 & 3 of the expired rules of DARM. The new consolidated subsection includes additional standards for the production of microfilm for backup of long-term retention of certain records created and maintained on image processing systems per P.L. 1994, c. 140, § 4 (N.J.S. 47:3-26) and N.J.A.C. 15:3-4.3(c)2.
  • Subchapter 4. Image Processing of Public Records. This subchapter constitutes the re-adoption of the rules for the image processing of public records. DARM proposes to readopt this rule, with amendments to sections 15:3-4.3(c) and 15:3-4.6(b) to clarify the meaning of those sections and section 15:3-4.7(e) to establish new procedures for the annual review of certified imaging systems.
  • Subchapter 5. Certification of Image Processing Systems. This subchapter constitutes the re-adoption of the procedures for the certification of image processing of public records. DARM proposes to readopt the amended rule which expired on December 16, 2001 with amendments to section 15:3-5.5(c), establishing new procedures for the annual review of certified imaging systems.
  • Subchapter 6. Storage of Public Records. This subchapter constitutes the re-adoption of standards for storage and maintenance of public records by state and local government agencies. DARM proposes to readopt this rule, which expired on December 16, 2001, with corrections to rectify previous errors in the numbering of sections and an amendment to delete section 15:3-6.5(f)1 and establish a new section by that number in order to adopt the new international standard for the storage of optical disks.

Public Records Image Processing Systems Approved (July 24, 2003)

The State Records Committee (SRC) approved another Public Records Image Processing Systems as per PL1994, C140 for the Atlantic County Surrogate's Office As part of a New Jersey Historical Commission Preservation Grant, the Atlantic County Surrogate's Office had the Bounds & Division Book and Master Index Book of Estates (records from February 1837 to August 1910) disbound, stabilized, imaged with microfilm backup, and rebound. The books will now be displayed and the digital images will be utilized for information retrieval, thereby further preserving the original documents. Division of Archives and Records Management in cooperation with the League of Municipalities, the New Jersey Institute of Technology Center for Information Age Technology, and the Municipal Clerks Association of New Jersey are presenting the seminar "Public Records Management and Imaging in the Era of OPRA." Exploring Your Jersey Roots: A Fall Lecture Series

The New Jersey State Archives is pleased to announce "Exploring Your Jersey Roots," a lecture series co-sponsored by the Genealogical Society of New Jersey. The series will include nine presentations relevant to family history research in the Garden State. Lectures will be held Wednesday evenings from September 10th through November 5th. New Jersey State Archives' Finding Aids/Guides now Online

The New Jersey State Archives is pleased to announce it has posted the next installment of the phased expansion of its website. This phase includes the initial posting finding aids/guides and imaged collections linked to the browsable catalog unveiled a few months ago. The first set of on-line guides includes the following groups of records:

Users may link from the aforementioned pages to finding aids/guides for the specific record series. Not all collections have finding aids/guides; some finding aids/guides are simple listings of box or reel contents (e.g., county records on microfilm). However, in many cases you will find institutional histories, content notes, and item-level descriptions. As additional finding aids/guides are posted, more and more research will be possible online or planned prior to a trip to the Archives.

New Jersey Digital Highway secures IMLS National Leadership Grants for Museum and Library Collaborations

The New Jersey Digital Highway (NJDH) has been awarded an IMLS National Leadership Grant for Museum and Library Collaboration. The NJDH is a statewide initiative to develop a collaborative repository and portal to access digital collections focusing on State and local history that are located in libraries, museums, historical repositories, and other cultural heritage institutions. The Division of Archives and Records Management (DARM) is a co-investigator on this grant with the New Jersey State Library, and the New Jersey Historical Society. Rutgers University Libraries is the Principal investigator and site of the digital repository. The American Labor Museum/Botto House, smaller libraries, museums, archives, historical societies, public broadcasting, and educators will supply additional collection materials, leadership, and assistance for this project. This initial project for the NJDH will create statewide digital and metadata infrastructure and standards for cultural history collections and digitally document the state's immigration history and ethnic heritage through an exhibit, "The Changing Faces of New Jersey".

DARM's participation in this initiative is related its mission to promote the use of New Jersey’s rich documentary heritage as educational resources for adults and children, to promote understanding and appreciation for the history of our diverse, multi-cultural society, and encourage broader participation and leadership in civic affairs.

NJSA's Estate Records Holdings Expansion...

The New Jersey State Archives is very pleased to announce a major expansion of its holdings of estate records. Earlier this month, we accessioned the wills from 1901-1952 formerly on file with the Superior Court of New Jersey. This consists of

  • 2,239 reels of microfilm, and
  • 371 drawers of index cards.

The collection is fully accessible for in-person use in the NJSA's public research rooms. Mail reference service is also available for $5 per will packet; researchers should note that estate inventories are rare for the post-1900 period.

The State Archives has also recently accessioned later records of:

  • the Prerogative Court (up to 1948), and
  • the Chancery Court (up to 1886).

Copies of specific court case files can be requested by mail; the charge is $1 per page.

The New Jersey Meadowlands Commission has been granted a certification (#03091801-MF) for the imaging of project files and maps. The New Jersey Motor Vehicle Commission has been granted a certification (#03091802-MF) for the overflow service bureau imaging of drivers license & registration applications, certificate of ownership files, and driver history records. New DARM Rules (New Jersey Administrative Code Title 15 Chapter 3) Effective September 2, 2003 Now Available Online

On June 2, 2003 the Division of Archives and Records Management (DARM) proposed changes to the New Jersey Administrative Code Title 15 Department of State Chapter 3 Records Retention [see 35 New Jersey Register No. 2437(a)]. Following the 60-day public comment period and minor revisions based on those comments, the new rules were adopted on August 8, 2003. The revised N.J.A.C. 15:3 became effective September 2, 2003 [see 35 New Jersey Register No. 4084(a)] and will not expire until September 2, 2008. The newly adopted N.J.A.C. 15:3 contains the following information:

  • 15:2-1: General Provisions
  • 15:2-2: Records Retention
  • 15:3-3: Standards for Microfilming of Public Records
  • 15:3-4: Image Processing of Public Records
  • 15:3-5: Certification of Image Processing Systems
  • 15:3-6: Storage of Public Records

Additionally, DARM has made a summary history of N.J.A.C. 15:3 available along with the complete text of N.J.A.C. 15:3 in PDF format [767kb].
