NHPRC Awards New Jersey State Historical Records Advisory Board
Two-year Grant
The
National Historical Publications
and Records Commission (NHPRC) has awarded the New
Jersey State Historical Records Advisory Board (NJSHRAB) a two-year
administrative support grant of $19,970 to improve and extend the
board’s outreach to historical records repositories and users
of the state’s documentary heritage.
NHPRC's grant meets the board's need for administrative staff support
to improve the board’s effectiveness, to fuel a more aggressive
outreach to historical records repositories and users, and to undertake
a systematic updating of the Strategic Plan by mid-2005. At the
end of the two-year grant period, NJSHRAB and DARM plan to continue
providing administrative support for the board using state-funded
staff positions in the State Archives.

Records Image Processing Systems Approved (February 19, 2004)
The
State Records Committee (SRC) approved two
new Public Records Image Processing Systems as per PL1994,
C140. The Hunterdon County Surrogate's office has been granted
a certification (#04021901-MF) for the imaging of their public records
and the Township of Woodbridge's Buildings Department has been granted
a certification (#04021902-MF) for the service bureau imaging of

The
New Jersey Gazette is Back!!! The
state of New Jersey history is alive and well, due in large part
to the continued partnership of the New Jersey State Archives, the
New Jersey Historical Commission and the New Jersey Historic Trust.
These three state agencies dedicated to the preservation and promotion
of New Jersey's heritage have come together with the Public
Policy Center of New Jersey, which publishes New
Jersey Heritage magazine, to publish the New
Jersey Gazette.
The
New Jersey Gazette is named after New Jersey's first newspaper,
which was first published in Trenton on December 17, 1777. Following
in the tradition of its namesake, the New Jersey Gazette will serve
the history community and interested New Jerseyans in the same informative
manner. Published three times a year within the pages of New
Jersey Heritage magazine, the New
Jersey Gazette will be a conduit for the public to learn
about past preservation efforts, current history projects, and upcoming
opportunities to ensure that our state's past will always be a vital
part of its future.
We

New
Jersey Digital Highway IMLS National Leadership Grants Award Ceremony
Representatives
of the New Jersey Digital
Highway (NJDH) received the official awarding of the $463,000
IMLS National
Leadership Grant for Museum and Library Collaboration on Monday
March 1st.
Congressman E. Scott Garrett, Representative 5th District,
made the presentation with Congressman Rush Holt, Representative
12th District, and Mary Chute, Deputy Director of IMLS
in attendance. The Division of Archives and Records Management (DARM)
is a partner institution in the NJDH
and a co-investigator on this grant with the New Jersey State Library,
and the New Jersey Historical Society. Rutgers University Libraries
is the Principal investigator and site of the digital repository.
The American Labor Museum/Botto House, smaller libraries, museums,
archives, historical societies, public broadcasting, and educators
will supply additional collection materials, leadership, and assistance
for this project. This initial funding for the NJDH
will create statewide digital and metadata infrastructure and standards
for cultural history collections and digitally document the state's
immigration history and ethnic heritage through an exhibit, "The
Changing Faces of New Jersey".
DARM's
participation in this initiative is related its mission to promote
the use of New Jersey’s rich documentary heritage as educational
resources for adults and children, to promote understanding and
appreciation for the history of our diverse, multi-cultural society,
and encourage broader participation and leadership in civic affairs.

Jersey State Archives wins MARAC Finding Aid Award!
The
New Jersey State Archives is proud to announce that it received
a Mid-Atlantic
Regional Archives Conference's Finding Aid Award for its online
Catalog, which includes a variety of
browsable, subject access avenues to several hundred webpages detailing
the holdings of the New Jersey State Archives. The award was presented
on April 24th at the MARAC Spring 2004 Conference in
Arlington, VA.

Public
Records Image Processing System Approved (April 15, 2004)
The
State Records Committee (SRC) approved a
new Public Records Image Processing Systems as per PL1994,
C140 at the April 15th SRC meeting. The Township
of Freehold has been granted a certification (#040041502-NM) for
the imaging of the Township's public record. Additionally, the Department
of Labor, Bureau of State Plan's image processing system (New Jersey's
first certified imaging system) has been expanded to include the
whole Division of Temporary Disability Insurance. Their original
certificate #0001 has been retired and a new certificate has been

Archives Adds over 400 Collection Guides to Website!!!
Over
400 additional guides to collections were posted to the Division
of Archives & Records Management website. These guides range
from simple box lists to complete finding aids with institutional
histories, content notes and item-level descriptions. Among the
new postings are four photographic image collections. Collection
descriptions can be accessed via our Catalog
webpage and the guides are linked from the catalog descriptions.

Public Records Image Processing
Systems Approved (May 20th, 2004)
The
State Records Committee (SRC) approved two
new Public Records Image Processing Systems as per PL1994,

The Department of Banking and Insurance has been granted a certification
(#04052001-NM) for the imaging of their records in
the Division of Enforcement & Consumer Protection, the Division
of Life & Health, and the Real Estate Commission.

The
Ocean County Utilities Authority has been granted a certification
(#04052002-NM) for the imaging of their financial records.
Both
systems will likely be expanded in the next year to include additional

Additions
to the County Prosecutor's records retention schedule (C310000)
were approved. The additions include records pertaining to the

1776
New Jersey Constitution is available online The
Division of Archives and Records Management has posted the first
of our "Documentary Treasures"
to our website. It is the original New Jersey State Constitution
of 2 July 1776, complete with full-sized images and transcriptions
of the nine manuscript pages. To view this seminal, historical document
visit our "New Jersey State Constitutions"
webpage.
Currently,
the first and last (signature) pages of the original document--which
was New Jersey's declaration of independence from the British crown--are
on exhibit at the National
Constitution Center in Philadelphia. The New Jersey document
will be on display through the end of August as part of NCC's extraordinary,
interactive exhibition on the history of American constitutional
freedom.

C’est
bon!: PARIS Grant Program Will Launch in 2005
New
Jersey’s pioneering Public Archives and Records Infrastructure
Support (PARIS) grant program will launch in 2005. PARIS grants
will fund significant advancements in county and municipal government
archives and records programs statewide. Governor James E. McGreevey’s
proposed budget for the 2004-2005 fiscal year provides up to $28
million for grants, making PARIS one of the largest programs of
its kind in the nation.
Funded
by document filing and recording fees collected by county clerks,
PARIS grants are a key component of the New Jersey Public Records
Preservation Program established by the state legislature in July
2003 under P.L. 2003, c. 117. The program is directed by the Division
of Archives and Records Management (DARM) in the Department of State...Click

DARM to Present "Records
Imaging Certification: Benefits for Municipal Management" for
the New Jersey State League of Municipalities, October 6th
& 8th!
The
Division of Archives & Records Management in cooperation with
the Municipal Clerks Association
of New Jersey and the New Jersey
State League of Municipalities will present the seminar "Records
Imaging Certification: Benefits for Municipal Management"
on October 6th & 8th in Freehold
and Cherry HIll respectively.
This
year marks the 10th anniversary of P.L.1994, C.140, which enables
state and local agencies to image their public records. Before an
agency embarks on a public records imaging project, they should
be asking, “What are the benefits of investing taxpayers’
money into this technology?” There can be a myriad of answers:
reducing the space and cost of records storage; improving access
to public records; integrating the imaged record into other information
systems; and improving efficiencies in the day-to-day operations
of an agency. Attend this seminar and learn the basics of the imaging
certification process and learn from case studies of how certified
imaging systems have been integrated into the paperless agenda process
and financial recordkeeping.

on the street level of the Department of State Building in Trenton,
BooksNJ stocks a broad range

Office of Administrative Law (OAL) has submitted its proposed additions
to the New Jersey Administrative Code Title 15 Chapter 3. This includes
the adoption of new rules:

New
Jersey State Archives Receives Save America's Treasures Grant!!!
The
New Jersey State Archives has been notified that its conservation
proposal "The American Revolution in New Jersey: Preserving
our Documentary Heritage" will be fully funded by the
Save America's Treasures
program. The award of $346,700 will be made available early next
year; the state Public Records Preservation Fund is to be the source
of the Archives' $283,000 match.
In
total, this project will devote nearly $700K to the conservation
of over 5,200 leaves of Revolutionary War manuscripts documenting
the struggle for American independence and New Jersey's role in
the military, political and social conflict. Included are militia
records, Loyalist papers, court books documenting treason cases,
records relating to property loss and wartime turmoil, and many
other groups of manuscripts. The documents included in the proposal
comprise about 6% of the State Archives' holdings relative to the
war.
Out
of an estimated 400+ grant proposals, New Jersey State Archives'
proposal apparently received the highest score and is therefore
SAT's highest national priority.
We
would like to thank and acknowledge the staff of the Conservation
Center for Art and Historic Artifacts in Philadelphia for their
key role in cost estimating and the conservation plan and we will
be making additional announcements in the days ahead relative to
the details of the project, and will post information about it soon!

on Tuesday November 30th, the SRC adopted the Public
