Records Committee Approves 2 New Image Processing Systems
(January 21, 2005)
The
State Records Committee (SRC) approved two
(2) new Public Records Image Processing Systems as per PL1994,
C140. The two remaining County Registers of Deeds & Mortgages,
Essex County and Hudson County, were certified on the same day.
This brings the compliment of certified County Clerks and Registers
to 19.

PARIS
and Records DIRECT Grant Adopted and Published
On
December 20, 2004 the New Jersey Administrative Code that governs
the PARIS and Records DIRECT Grants programs became effective with
its publishing in the New Jersey Register. It was officially
adopted on November 24, 2004 by Regena L. Thomas, Secretary of State.
The code is effective until September 2, 2008 when the rest of Title
15, Chapter 3 expires.
The new rules
along with their public notices are now available in PDF format
on the PARIS Homepage and from our Regulations
Page.

State Archives Posts Numerous
New Finding Aids to the Website
The
New Jersey State Archives recently posted a large number of finding
aids to the DARM's website. In addition to guides linked from our
catalog pages (see below), we have also posted our guide Using
the Records of the East and West Jersey Proprietors

The
finding aids listed below range from simple box or reels lists to

State Records Committee (SRC) approved changes
to the Municipal Clerk's and Municipal Tax Collector's retention
schedules:

District and Local Municipal Improvement: Reduced
from Permanent Retention to 7 Years

When these schedules

the State Records Committee (SRC) approved
a new Public Records Image Processing Systems as per PL1994,
C140 for the Morris County Clerk's Office. This brings the complement
of certified County Clerks and Registers to 20.

Records Committee Proposes Rules Revisions...
The
State Records Committee proposes to adopt formal administrative
procedures governing its own operations, and clarifying the Committee's
relationship with its administrative arm, the Division of Archives
and Records Management (DARM). These procedures were originally
published in the New Jersey Register on 6 December 2004 at 36 N.J.R.
5229 as amendments to DARM's rules (N.J.A.C. 15:3-2.1). The public
comment period on the proposed rules closed on 4 February 2005;
however, DARM omitted the necessary step of posting the amendments
in its web site at the time of publication in the New Jersey Register.
For
this reason, DARM is posting in its web site (http://www.narchives.org/links/njac-15-3-2-proposed-rev.html)
the full text of the proposed amendments as found in the Register
for a further period of thirty (30) days to provide stakeholders
and the general public an opportunity to submit written comment.
The extended comment period will begin on 10 March and close on
11 April 2005.

Records Committee Awards PARIS Grants totaling
more than $25,000,000 to improve local
government archives and records management programs...
The
New Jersey State Records Committee (SRC)
this morning awarded grants from the state’s pioneering Public
Archives and Records Infrastructure Support (PARIS)
program. More than $25 million has been awarded to the state’s
21 counties and 12 largest municipalities. PARIS is the largest
competitive grants program of its kind in the nation. Funded by
document filing and recording fees collected by county clerks, PARIS
is a key component of the New Jersey Public Records Preservation
Program established by the state legislature in July 2003.
According
to Karl J. Niederer, State Records Committee Secretary, “PARIS
grants will address the need for building and improving the infrastructure
of county and municipal records systems statewide.” New Jersey’s
local governments will use grant funds to boost the efficiency of
filing, storing and accessing public records, preserve valuable
archives, and drive down the administrative cost to taxpayers. “The
advanced technology and tools are available,” Niederer said,
“and PARIS makes them affordable to cash-strapped counties
and municipalities.” Currently, PARIS grants are available
to all counties and cities with populations of 75,000 or more. PARIS
funding will eventually be available to all municipalities.
This
first round of PARIS grants will focus on transforming local records
administration. In this strategic vision, the 21 county governments
have a key role, each serving as a regional hub for records management,
preservation and storage services, and most municipalities will
be able to utilize county records facilities and services for convenient
and secure offsite storage; document imaging services and electronic
records systems backup. PARIS encourages county and municipal governments
to explore opportunities to partner in cooperative archives and
records management ventures, including shared services and facilities.

State
Records Committee Approves 2 New Image Processing Systems

State Records Committee adopts policy for Check 21 imaging certification...
On
October 28, 2004, the Check Clearing for the 21st Century Act (Check
21) became effective. This Federal legislation's primary purpose
is to allow an institution to make a unilateral decision to truncate
all paper checks without agreements with any other party. Check
21 enables this by authorizing the creation of a substitute check
from an electronic record (image) of the check for those banks and
customers who have not agreed to accept the electronic record (image).
The
Division of Archives and Records Management has developed a streamlined
process, which the State Records Committee adopted at their July
21st meeting, for certifying bank check imaging systems. One of
the significant benefits for an agency (and its banking institution)
in pursuing certification for the agency under P.L.1994, C.140,
is that it legitimizes the image and either does away with the need
for a substitute check or legitimizes the path from which the substitute
check is derived.

C140 bringing the total to 76 certified systems. The two new
certifications are:

which orders and directs the Division of Archives and Records Management
(DARM), in coordination with the State Records Committee (SRC),
